Description :

The Wisconsin Department of Revenue and Wisconsin State Lottery consolidated its operations in a new 270,000 SF office building. The six-story building includes a lower-level dock and mail sorting area, a full-service kitchen and cafeteria, a large computing center for tax revenue processing, and a secured computing center for lottery validation. The building houses more than 1,600 employees.

KJWW designed all HVAC, electrical, plumbing, and fire protection systems. A design/build delivery method was selected due to the fast-track construction schedule.  Building systems were designed for durability, functionality, flexibility, and energy efficiency. The two computer centers required separate air-conditioning systems from the general office area to control temperature and humidity for the sophisticated computers. The computing centers feature glycol systems, which allow nearly free operation in the winter by circulating glycol through outdoor coils that provide cool fluid for heat exchangers in the air conditioning units.

Electrical design incorporates two utility provided pad mount transformers to supply two separate secondary supply voltages to the building, to limit outages. Included is a 500 KW diesel emergency generator set feeding a life safety transfer switch, a standby transfer switch, which includes the UPS system for the computing centers, and a fire pump transfer switch.
 
Air-conditioning and ventilation for the rest of the building is provided by two, 120,000 cfm, VAV air handling units. The duct and air-handling system was designed to minimize pressure drop, which in turn reduced fan horsepower, noise, and energy usage. KJWW provided detailed acoustical calculations to predict noise levels in offices directly below the penthouse mechanical equipment.

The lighting design features three-lamp T-8 parabolic fixtures in an open office layout. The fixture selection provides 50-foot candles of illumination at the work surface. The lighting control features include daylighting, occupancy sensors, dual level switching with light level sensors, and multiple switches.  A flexible raceway system for telecommunications and electrical power distribution was designed to accommodate future additions, moves, and furniture relocations.
